R. J. Behar & Company, Inc. performed a detailed structural and electrical evaluation of the Navigation Lock Structure, coordinated an underwater inspection and a dewatered inspection of the lock chamber. The South Florida Water Management District used our firm’s report as the design criteria for a design-build request proposal for rehabilitation of the Navigation Lock Structure; RJ Behar also conducted the daily construction inspections during the structure rehabilitation. RJ Behar prepared daily inspection reports and prepared photo logs; also, responded to request for information and certification of completed progress. RJ Behar performed the inspection of all the elements of the Navigation Lock Structure during the rehabilitation, which included electrical controls, illumination and alarm systems.
